THE EUROPEAN UNION (EU) TAKES THE CHAIR OF THE KIMBERLEY PROCESS IN 2018

The European Union (EU) takes the chair of the Kimberley Process (KP) regarding conflict diamonds for 2018. The chair country's mission is to oversee the implementation of the Kimberley Process Certification Scheme (KPCS) and operations of the working groups, committees and administration. 

 

The Kimberley Process was launched in 2002 by uniting governments, civil society and the diamond industry, in response to the role that diamonds play in financing some of the most devastating civil wars in Africa.  It sets out requirements for participant States to control all rough diamond imports and exports, establishing strict internal controls on production and trade.  Participant States may only legally trade with other participant States that also comply with minimum requirements, and international rough diamond shipments must be accompanied by a process certification ensuring that such shipments consist of conflict-free diamonds. 

 

During the year 2018, the EU chair is guided by the principles of sustainability, exclusivity, responsibility and dialogue. Priority should be given in order to reinforce the process execution and make it even more effective, as well as ensuring sustainable means of subsistence for producing communities.  When the EU became chair of the Kimberley Process, the High Representative of the European Union, Federica Mogherini, mentioned that the Kimberley Process is part of the European Union’s work towards sustainable development and its efforts for a lasting peace: the prevention of new conflicts and cutting off the funding of criminal and terrorist groups, as well as guarantee that diamonds generate wealth, not modern slavery. For the High Representative, natural resources belong to communities, not to militias. 

 

Council Regulation (EC) nº 2368/2002 sets forth rough diamond importing and exporting criteria, in order to ensure compliance with the Kimberley Process requirements. 

 

Currently, the Kimberley Process has 54 participants, representing 81 countries. The European Union has a single representation, that is, it has a sole spokesperson for all Member States.  It is represented by the European Commission.
